It shows President Clinton playing his sax while the American Dream is Burning ( with the American Dream being a dream for all in the world ). In the horn of the sax are the letters "is" which represents a time when everything depended on what your definition of "is" is.
President Clinton is standing next to a can of Campbell Soup with the description of the contents reversed. This is symbolic of a time when he proclaimed a statistical prosperity while millions were losing their jobs in the most massive dislocation of workers in the USA and most likely everywhere else in the world.
